My best friend is really confused. Should she date him or not?

My best friend has a crush on two guys, Carter and Hugh. She likes Hugh a lot more, but she doesn't really talk to him because she's never gotten the chance. Carter texted her a few days ago saying that she's the smartest, most beautiful, athletic girl she's ever met (and it's true, she's gorgeous). He asked her out and she's not sure what to do. She kind of likes him and I think they would look great together, but she really wants to get to know Hugh and go out with him. What should she do? Carter's waiting for an answer and she's not sure what she should say. What would you do in her position?
